The Jammu and Kashmir Cricket Association (JKCA) has suffered a major setback ahead of the Board of Control for Cricket in India (BCCI) Annual General Meeting on September 18. The BCCI is set to finalise its electoral process without a JKCA representative in Mumbai.
Actually, the JKCA secretary, Desh Rattan Dubey, will not be allowed to represent the state cricket body at the important BCCI electoral meeting after his nomination was rejected. Earlier, Supreme Court questions BCCI over resistance to National Sports Governance Act.
BCCI blocks Desh Rattan Dubey's entry into final Electoral Roll
As reported by News18, the BCCI Electoral Officer A.K. Joti examined the eligibility of representatives nominated by different state cricket associations for the 2026 election.
In his seven-page order, Joti ruled that the Jammu and Kashmir Cricket Association (JKCA) secretary Desh Rattan Dubey could not be included in the final electoral roll.
The objection against Dubey’s nomination was raised by JKCA president Javid Ahmad Kitab and Sudershan Mehta. Dubey and the JKCA secretary had also submitted their replies before the decision was taken by the BCCI Electoral Officer.
Dubey’s nomination hit by JKCA Council dispute
The biggest problem with Desh Rattan Dubey’s nomination was linked to the JKCA Apex Council that had selected him as the state association’s BCCI representative. Joti noted that the Apex Council did not have legal standing when it passed the resolution on August 30.
The Electoral Officer referred to an earlier order dated June 6 by the Additional District Judge, Srinagar. That court order had stayed the operation of communications dated May 22 and May 30, through which the JKCA secretary had formed the Apex Council.
Since the constitution of the council was still under stay, Joti considered it to be on hold and unable to legally pass the resolution naming Dubey as the JKCA representative. Amid this, Rajeev Shukla backs Rohit Sharma and Virat Kohli for 2027 ODI World Cup.
JKCA's Dubey’s BCCI nomination declared invalid
There is another issue with Dubey’s nomination. The Electoral Officer found that it did not meet the requirement under paragraph 3(G) of the BCCI election notification issued on August 25.
The rule requires a proper resolution from the authorized appointing body, and that decision must follow the constitution of the concerned full member association. Since the JKCA council itself was under a legal stay, Dubey's nomination could not satisfy this requirement.
Well, JKCA will not take part as the association's representative in the BCCI electoral process in Mumbai on September 18. His pending conflict of interest cases were also another issue considered during the eligibility assessment.
BCA suffers big blow; SCA and UCA officials get green signal
The same eligibility review also brought bad news for the Baroda Cricket Association (BCA). The BCA representative Pranav Amin was also found ineligible to represent the state unit at the Board of Control for Cricket in India Annual General Meeting on September 18 in Mumbai.
Meanwhile, objections against Saurashtra Cricket Association (SCA) representative Jaydev Shah and Uttarakhand Cricket Association (UCA) representative Mahim Verma were rejected. Both have therefore been cleared to represent their respective associations at the BCCI electoral meeting.
