The Board of Control for Cricket in India (BCCI) is all set to bring a major change after the heartbreaking stampede that broke out during the Royal Challengers Bengaluru’s (RCB) historic IPL title celebration outside the M Chinnaswamy Stadium in Bengaluru.

In a strong and urgent move, the BCCI is now planning to make official permissions mandatory before any kind of public celebration can be held by the victorious teams of the IPL.

The board has taken this decision after chaos unfolded on June 4 outside the M Chinnaswamy Stadium in Bengaluru, where a crowd of nearly 300,000 had gathered to celebrate the RCB’s maiden IPL title glory after 17 years.

BCCI to make public celebration approvals mandatory after Bengaluru horror

The moment of joy and pride turned into horror as a deadly stampede killed 11 people and left several people injured. This tragic incident triggered shock across the country, and the local authorities have already launched a full-scale investigation, but the BCCI was quick to take action.

During the recent Apex Council meeting held on June 14, the board appointed a three-member committee that will set strict rules for future post-win events. The Indian Cricket Board secretary Devajit Saikia, who is leading the committee, confirmed that a detailed draft of the new celebration protocol is being prepared and will be ready by June 30.

As reported by the Hindustan Times, Devajit Saikia stated, “The draft (report) will be ready within 15 days as decided, so by June 30.” Apart from Saikia, BCCI treasurer Prabhtej Singh Bhatia and vice-president Rajeev Shukla are the other two members of the committee.

BCCI drafts tough new rules for post-victory celebrations after Bengaluru stampede

The draft will reportedly include mandatory clearances from the concerned state government, local police, fire safety, and civic bodies, along with crowd control plans before any team can organize a victory event.

These approvals will also have to go through the Indian Cricket Board to make sure everything is properly checked and cleared to avoid such incidents in the future.

One of the key focus areas for the panel is to avoid any chaos during high-profile celebrations like team parades from the airport or gatherings at public places. If any such event is planned, the panel is likely to suggest a detailed and foolproof safety protocol that must be followed strictly to prevent accidents.

Once the final guidelines are ready, the Indian Cricket Board will send the document to all IPL franchises, making it clear that safety will come first and no celebration can happen without full approval and proper planning. This move aims to ensure victory celebrations remain joyful and safe for everyone involved.

New crowd control bill proposed in Karnataka after Bengaluru stampede horror

On the other hand, after the tragic stampede in Bengaluru, the Karnataka cabinet has decided to introduce a new bill focused on crowd control. This proposed law is expected to include strict rules to ensure public safety during large gatherings.

One of the key points in the bill is that anyone who does not follow police instructions during such events could face action. The bill is also likely to hold event organizers responsible.

If there are any injuries or deaths due to poor planning or mismanagement, the event planners may have to pay compensation to the victims or their families.

BCCI enforces following guidelines on IPL teams:

  • No team will be allowed to hold celebrations within 3-4 days of winning the title.
  • Quick turnarounds will not be permitted to avoid rushed and poorly managed events.
  • Teams must seek formal permission from BCCI before organising any celebration.
  • No events can be held without prior written clearance from the board.
  • Mandatory 4 to 5-tier security protocols
  • Multi-layered security presence will be essential at all venues and during transit.
  • Security arrangements must cover team movement from airport to event venue.
  • Ensuring full protection for players and staff throughout the event schedule.
  • Permission must be obtained from district police, state government, and local authorities
  • All celebrations must be greenlit by civic and law enforcement bodies to proceed legally and safely.
