The International Cricket Council's (ICC) decision to change the format of the 2027 ICC ODI World Cup has created a fresh controversy. Scotland and the Netherlands have strongly questioned the changes and expressed frustration with the ICC decision.
The ICC recently reduced the main 2027 ICC ODI World Cup from 14 teams to 12 teams. Under the new system, the three lowest-ranked qualifiers will have to play a separate three-team Super Series. Only the winner of that series will reach the main World Cup stage.

Cricket Scotland and the Royal Dutch Cricket Association (KNCB) have raised serious concerns about the new system introduced by the ICC recently. The new format makes the road to the 2027 ICC ODI World Cup much harder for teams like Scotland and the Netherlands.
Small and associate teams could now have to clear three separate qualification stages just to reach the main World Cup groups. Both Cricket Scotland and the Royal Dutch Cricket Association (KNCB) believe that the changes could affect the fairness and credibility of international cricket. Big concerns over decision-making under Jay Shah’s regime
The changes were approved during the ICC annual conference in Edinburgh in June. However, Cricket Scotland and the Royal Dutch Cricket Association (KNCB) are frustrated with the way the decision was handled. Actually, Scotland and the Netherlands were present at the conference, but the boards believe they were not given enough information about such an important decision.
They have raised concerns about the lack of communication after the announcement by the ICC. Scotland and the Netherlands believe major tournament changes should involve better communication with all members, especially teams that will be directly affected.
Cricket Scotland and KNCB said in a joint statement, “The changes risk weakening the integrity and credibility of international cricket and only highlight the importance of strong governance, transparent decision-making, and effective engagement with members."
"Changing those structures at short notice creates significant uncertainty, disrupts planning, and places additional operational and financial pressure on organizations that are already operating with limited resources.”
Scotland, Netherlands await ICC response over World Cup changes
The Cricket Scotland and the Royal Dutch Cricket Association (KNCB) boards have already held two meetings with ICC officials. They asked for written information about the new format and wanted more clarity about how the decision was made.
They also asked to be included in future planning meetings with full members. However, more than two weeks after their second meeting, they had received no further response from the ICC. This has added to their frustration. But they are still "fully committed" to "working constructively with the ICC."
The statement added, “Cricket Scotland, KNCB, and other associate members met twice with the ICC, seeking official written communication on the changes and greater clarity around the processes involved. We also requested positive action to strengthen future operational decision-making and an invitation to bilateral planning meetings with full members."
"Since the second meeting more than two weeks ago, there has been no further response from the ICC, which is disappointing and disrespectful given the significance of the issues raised.”
