Well, BCCI once again rested Virat Kohli for the big tournament and asked the vice-captain, Rohit Sharma, to lead India. Is there any thought behind the decision by BCCI? Perhaps, they might be thinking to give reigns to Rohit Sharma in the shorter formats of the game.
The first and foremost issue to talk about is the workload on Virat Kohli. By far, Virat Kohli is the best Indian batsman to produce by Indian Cricket in the contemporary cricket. The stats prove that the current skipper’s performance directly linked to the results of the series or a match.

Meanwhile, the Board of Control for Cricket in India made him the skipper to lead the team in all formats of the game. Mentally and physically, it might give the strain for Virat to feature as a captain-cum-chief contributor with the willow.
Due to the workload issue, Virat Kohli has been rested for the Nidahas Trophy in Sri Lanka and then asked Rahane to lead the side in historic Test against Afghanistan. Taking all these into consideration, it seems like BCCI are coming with certain plans to cut short load on Kohli.

Different captains for different formats of the game?
Perhaps, India might consider this decision. By having different captains for the shorter and longer versions of the game, BCCI can cut down the huge pressure on Virat Kohli.
As per the records in the Indian Premier League, Rohit Sharma has done decent enough to lead the team in shorter formats of the game. He already bagged the Nidahas Trophy in his kitty as well.

Adding yet another strong case to it, BCCI asked him to lead the team in Asia Cup 2018 in absence of Virat Kohli. All those things seem like BCCI are in likely to announce Rohit Sharma as the full-time skipper.
When?
Most Probably, BCCI would consider the decision after the upcoming ICC World Cup 2019. With ICC Test championship is on its way, Virat Kohli might lead Indian team in the ICC Test Championship 2020.
