The Annual Conference of the International Cricket Council (ICC) took place today (13th July) in Durban, South Africa and it saw quite a few decisions being made. One of the major points of discussion was the over-rate in Tests and the governing body has made changes to it.
For slow over-rate, players will now be fined 5% of their match fee for each over the teams fall short. The penalty can go to a maximum of 50%. Earlier the players were fined even 100% of their match fees, as was the case with India and Australia during the ICC World Test Championship Final.

ICC made this change with the aim to achieve a balance between the necessity of preserving over-rates and providing equitable compensation for players. The rules will come into play from the start of the current World Test Championship cycle.

Another major change that was there for everyone to check in the over-rate is that if a side is bowled out before reaching the 80-over mark and the new ball has not yet been delivered, there will be no over-rate penalty enforced, regardless of any prospective delays. Earlier it used to be for 60 overs.

Member of ICC Men’s Cricket Committee Sourav Ganguly said they brought in the change so that it provides a balance between maintaining over-rates and ensuring we are not deterring players from playing Test cricket. He explained:
“The Men’s Cricket Committee felt strongly that over-rate penalties in the form of WTC points deductions should remain but recommended that players should not have 100 per cent of their match fee at risk. We believe this provides a balance between maintaining over-rates and ensuring we are not deterring players from playing Test cricket,”
